“As if we need further evidence that homelessness is not a product of individualised poor decision-making. We have made structures in our society that feed the instability of a system that creates homelessness.
For as long as the majority of housing is vulnerable to the market and supply of housing is stifled, ‘affordability’ will be out of reach of many and homelessness will prevail.”
Denis Tully, Emmanuel House CEO
The latest figures released by the Government in its annual ‘Rough Sleeping Snapshot in England: Autumn 2024’ highlight a stark reality: rough sleeping is on the rise, and at an alarming rate. The report estimates the number of people sleeping rough on a single night between 1 October and 30 November, excluding those in hostels or shelters.
20% increase in rough sleeping across the UK, but 37% increase in the East Midlands
The findings paint a grim picture – rough sleeping has increased by 20% across the UK since 2023, but in the East Midlands, the increase is 37%.
These figures serve as a stark reminder that homelessness is not simply the result of individual circumstances or poor personal choices. Instead, it is a systemic issue – one deeply rooted in the housing crisis and inadequate support structures.

The rising numbers of people sleeping rough are not just statistics – they represent real individuals struggling in an increasingly unforgiving system. If we are to see meaningful change, we must address the root causes of homelessness, demand systemic reform and stand together in support of those in need.
